Elizabeth and Ponderosa Park decks

How we plan a deck on Elbert County land.

Elizabeth started out as a sawmill camp and became a town in 1890. It sits between Running Creek and Gold Creek, with SH 86 running through the middle on its way to Kiowa and Castle Rock. Ponderosa Park borders it on the northwest side and sits even higher, at about 6,683 feet.

Out here, a deck is less about matching the neighbors and more about the land. Most deck questions are not about style. They are about which office signs the permit, how the snow load gets set, how the frame stands up to wind, and how to keep embers off the house. We answer those first, then we talk boards and rail.

  • We check if your lot is inside town limits. If it isn't, the permit goes to Elbert County in Kiowa through its Community Core portal.
  • We look up your exact snow load in the ASCE hazard tool, the way the county asks, and size the frame to it.
  • Footings reach below the 36-inch frost line the county sets, and the frame is braced for its 115 mph design wind.
  • In the pines, we keep the space under the deck clear, or close it in with 1/8-inch metal mesh.

“After researching several local companies, they were the clear winner. The quality far exceeded the cost, craftsmanship in every square inch.”

Elbert County rules

What changes a deck out here.

Elbert County sets its own design numbers, and a few of them are not what you would see in the Denver suburbs. Rules change over time, and we check the latest with the county on each job.

Snow load by address

Elbert County does not hand out one snow number for everyone. Its design table says to look up each address in the ASCE hazard tool and upload the result with the permit. We run that lookup for your lot before we size a single joist.

A 115 mph design wind

The county design table lists an ultimate design wind speed of 115 mph. On open acreage, a deck catches wind from every side. We tie the frame to the house and brace the posts for that number.

Frost line and clay

The county puts the frost line at 36 inches, and below it the ground stays put through winter. The Colorado Geological Survey ranks swelling clay as the state's biggest geologic hazard, so we steer roof water and sprinklers away from the posts.

When a permit is not needed

The county only waives the permit for a small, low deck: 200 square feet or less, 30 inches tall or less, not attached to the house, and not used as a required exit. Nearly every deck we build here needs one.

Elizabeth area projects

Decks we build around Elizabeth.

From town lots to acreage off SH 86 and treed lots in Ponderosa Park, these are the deck jobs that come up most.

Ponderosa Park decks in the pines

Ponderosa Park covers about 14.6 square miles right next to town. It is unincorporated, so its permits go to Elbert County. The state forest service says wood and composite decks can both catch embers in the board gaps, so we plan the deck with that in mind.

A clean zone around the deck

The Colorado State Forest Service guide says to rake needles within 5 feet of decks, keep firewood off and under the deck, and stack it 30 feet from the house. We lay out stairs and landings so that clean zone is easy to keep.

Lessons from the Gold Creek fire

On February 27, 2026, a fire started in open space in the Gold Creek Subdivision. Thinned trees on about 15 acres helped crews stop it fast, and the Elizabeth Fire Protection District chief said that work cut down how the fire behaved. It is a good reason to think about fire before you pick where a deck goes.

Big decks on open acreage

With no neighbors close by, a deck out here can wrap around the house or step down in levels. A bigger deck needs more posts and bracing for the wind, and we plan those in from the start. If you host friends for the Elizabeth Stampede at Casey Jones Park each June, the extra room gets used.

New homes in Independence

Independence is a newer community between Elizabeth and Parker, with six home builders. Many new homes there come with a bare back door. We design the deck to fit the house and handle any approval the community asks for.

Decks near the well and septic

If your home runs on a well and a septic system, we find both before we dig a footing. For septic questions, Elbert County Public Health is the office to ask.

Elizabeth deck FAQ

Questions from Elizabeth homeowners.

Who handles the deck permit in Elizabeth?
If your home is inside the Town of Elizabeth, the town does. Many Elizabeth addresses are outside town limits, and those go to the Elbert County Building Department at 215 Comanche Street in Kiowa. We check your address and file it for you.
Do I need a permit for a small deck?
Maybe not, but only if it checks every box. Elbert County exempts decks of 200 square feet or less that are no taller than 30 inches off the ground, not attached to the house, and not serving a required exit door.
I live in Ponderosa Park. Is that part of Elizabeth?
Not for permits. Ponderosa Park is unincorporated and governed by Elbert County, even though it shares the 80107 ZIP code with Elizabeth. So your deck permit goes through the county.
Can a deck be built with wildfire in mind?
Yes. The Colorado State Forest Service says embers can land in deck gaps and fall through to burn what is below. We keep the space under the deck clear, can wall it in with 1/8-inch metal mesh, and leave room to rake needles away.
How is the snow load set for my deck?
Elbert County asks for the ground snow load from the ASCE hazard tool for your exact address. We run that lookup and size the joists and beams to the number it gives.
Does HOA approval replace the county permit?
No. Elbert County says its permit is separate from any HOA approval. If your neighborhood has covenants, we get their yes and the county's yes before we build.
